About Swachh Bharat Mission (Gramin) Phase II

The Department of Water Supply and Sanitation, Government of Punjab, is implementing Swachh Bharat Mission (Gramin) Phase II (2020-21 to 2025-26) to improve rural sanitation, sustain open defecation-free status, and enhance solid/liquid waste management across Punjab.

To ensure effective financial management, the department is hiring a Finance Manager on a contractual basis.

Finance Manager Job Details

Key Responsibilities:

✔ Assist in Annual Implementation Plan (AIP) & Project Implementation Plan (PIP) preparation.
✔ Ensure internal controls for payments, receipts, and financial compliance.
✔ Implement Public Financial Management System (PFMS) & SNA-SPARSH Real-Time Fund Transfers.
Consolidate accounts, monitor fund utilization, and maintain financial databases.
✔ Facilitate internal & external audits (CAG, AG Punjab, Govt. of India).
✔ Train district/divisional finance teams on financial management systems.
✔ Liaise with World Bank, NABARD, and other financial institutions.
✔ Prepare audit reports, budget forecasts, and financial statements.

Required Qualifications & Experience:

Chartered Accountant (CA) / Cost Accountant from a recognized institute.
6+ years of post-qualification experience in:

  • Statutory/internal audits, financial consultancy, taxation, and budget forecasting.

  • Government accounting, Punjab Financial Rules, and audit procedures.
    5+ years of experience in state/national-level financial planning & monitoring (preferred).
    Proficiency in MS Office (Excel, Word, PowerPoint).
    Strong analytical, presentation, and multitasking skills.
    Fluency in English & working knowledge of Punjabi.

Salary & Benefits:

  • ₹70,000 per month (negotiable based on experience).

  • Travel reimbursement as per Punjab Govt. rules.

  • Initial 12-month contract, extendable based on performance.

Work Location:

Office of Mission Director, SBM (G), Department of Water Supply & Sanitation, SAS Nagar (Mohali), Punjab.
